In the 1970s, or possibly the 1960s, someone (I don't know who) started making these Flowing Hair and Draped Bust half-dime (and potentially other denominations) transfer die reproductions in an effort to defraud collectors and dealers. They were struck on silver planchets, and potentially coin silver (90%). My understanding is that this was partially successful. I've also heard that many of these were subsequently destroyed while others were saved, such as this one. Such pieces today are seen as curiousites and collected by some in the numismatic community. Several 1795 half-dime die marriages were produced by this individual, and collecting many/all of them could be a fun challenge.
This example appears to have been intentionally worn-down to simulate circulation wear to potentially more easily sell as the genuine coin. I've seen a handful of these types of examples, but none from the LM-9 die marriage until now.
