This variety comes from the Buck-Toothed Eagle family. Examples of this variety, and from this family overall, notoriously come very weakly struck, usually showing just the basic outline of the central portrait devices. This variety was struck on a billon planchet.

 

Overall, this is a pretty decent example of this variety with some limiting exceptions. On the obverse someone traced the outline of the front of Liberty with a thin knife, and on the reverse someone branded(?) an 8-pointed star(?) radiating across the surface...maybe to mark it as a counterfeit?
